Sir Edward Grey to Mr. Crackanthorpe.

Foreign Office, May 2. 1914. I TRANSMIT to you herewith copy of an aide-mémoire communicated by the Netherlands Minister in London, requesting that His Majesty's Government will lend their support to the representations to be made to the Servian Government by the Netherlands Minister at Bucharest in the hope of inducing that country to sign the Opium Convention, at any rate so far as morphine, cocaine, and similar narcotics are concerned.

I request that you will take such steps, in conjunction with the Netherlands Minister at Bucharest, as you properly can, and as you may consider best suited to secure the end in view.
